The war in Ukraine brings death, mutilation, and devastation to hundreds of thousands. The suffering of innocent people grows daily: Ukrainian civilians and young soldiers on both sides of the front.

The Ukraine war is exacerbating the conflict between Russia and Western democracies — in the worst case to the point of a military escalation of fatal proportions.

A fair peace is our moral duty. A peace that respects international law and human rights. A peace that is more advantageous for both sides than continuing the war.

Current situation

A military resolution to the war is unlikely for years to come.

The West will not be able to help Ukraine achieve a complete victory (including the reconquest of Crimea). But it will want to prevent a military defeat of Ukraine by all means.

If there is no military resolution, the senseless killing should be stopped immediately through negotiations. This requires a peace proposal that can be acceptable to both sides.

So far, the Western democracies have not presented such a proposal, nor have they clarified what peace arrangement they aim to achieve through military aid to Ukraine.

  • On the territory of the areas currently occupied by Russia (including Crimea), a new state - or several new states - will be created. These are states with limited sovereignty (SLS).

  • Their constitutional framework guarantees that these SLS states are internally free, democratic, and adhere to the rule of law. However, external and security policy decisions require Russia's approval.

  • Russia commits to protecting the SLS states against external attacks. The SLS states grant Russia a military presence on their territory.

  • Ukraine becomes a NATO member or receives equivalent security guarantees from NATO. NATO commits not to station troops or weapons systems on Ukrainian territory.

  • NATO is released from this commitment if Ukraine is attacked by Russia or Belarus or if the free and democratic internal order of the SLS states is overturned.

  • Russia accepts a possible EU membership of Ukraine.

  • The establishment of the SLS states and the basic principles of their constitution are legitimized by referendums under international law.

  • All Ukrainian children transferred to Russia are allowed to return home to their parents. Ukraine withdraws from Russian territory.

  • The UN provides a peace fund of at least €500 billion for repairing war damages and rebuilding the economy.
